Position Overview:

ASAP is hiring on behalf of our client for an experienced Lead Procurement Manager – Capital Projects to support a major, large-scale capital construction program in the Lehigh Valley, PA area.

This position will lead procurement and contract management activities throughout the project lifecycle, working closely with engineering, construction, project controls, finance, legal, contractors, and suppliers. The ideal candidate will have extensive experience managing complex procurement and contracts within major capital construction and EPC/EPCM environments.

MUST-HAVE REQUIREMENT: Candidates must have direct experience supporting or leading procurement/contracts activities on large capital projects valued at more than $1 billion ($1B+).

Local candidates within the Lehigh Valley, PA area are strongly preferred. However, relocation and/or per diem travel may be considered for the right candidate.

Key Responsibilities:

  • Develop and execute procurement and contracting strategies for large-scale capital projects.
  • Lead procurement activities from initial planning and sourcing through contract award, administration, and closeout.
  • Develop and manage RFPs, RFQs, bid packages, bid evaluations, and contractor/supplier recommendations.
  • Lead negotiations for complex construction, engineering, equipment, and professional services contracts.
  • Manage relationships and agreements with general contractors, subcontractors, engineering firms, suppliers, and other project partners.
  • Support procurement activities within EPC/EPCM and major capital construction environments.
  • Manage contract terms, commercial risks, change orders, claims, amendments, and contractor performance.
  • Coordinate closely with engineering, construction, project controls, finance, and legal teams.
  • Support the procurement, delivery, and installation of critical capital equipment.
  • Review contractor proposals, pricing, progress payments, milestones, and commercial documentation.
  • Participate in project cost reviews and support the tracking of commitments, forecasts, and procurement schedules.
  • Monitor supplier and contractor performance related to cost, schedule, quality, and contractual requirements.
  • Support contract closeout, including outstanding claims, final documentation, warranties, and lessons learned.
  • Identify opportunities to improve procurement processes, contracting strategies, and overall project execution.

Required Qualifications:

  • MUST HAVE direct procurement/contracts experience supporting or leading capital projects valued at more than $1 billion ($1B+).
  • 10+ years of relevant procurement, contracts, construction, or capital project experience.
  • Bachelor's degree in Construction, Engineering, or a related field.
  • Extensive experience with capital project procurement and contract management.
  • Strong experience negotiating and administering complex construction and engineering contracts.
  • Experience working within EPC, EPCM, or comparable large-scale capital project environments.
  • Demonstrated experience with RFP/RFQ development, bid evaluations, contractor selection, and contract negotiations.
  • Experience managing change orders, claims, commercial risks, and contract closeout.
  • Strong contractor, subcontractor, supplier, and stakeholder management experience.
  • Ability to collaborate effectively with engineering, construction, project controls, finance, and legal teams.
  • Excellent negotiation, communication, leadership, and organizational skills.

Preferred Qualifications:

  • Pharmaceutical, biotechnology, life sciences, chemical, industrial, manufacturing, energy, or other complex capital-project experience.
  • Experience with SAP or similar procurement/ERP systems.
  • Major capital equipment procurement experience.
  • Knowledge of project controls, cost forecasting, and capital project schedules.
  • Experience working directly with owners, EPC/EPCM organizations, general contractors, engineering firms, and major equipment suppliers.
  • Quantity surveying or commercial management experience is a plus.

Location:

This position is based in the Lehigh Valley, PA area and will require regular onsite presence.
Local candidates are strongly preferred. Relocation and/or per diem travel may be considered for the right candidate.
